About the White Land Fee

The White Land Fee aims to encourage development of vacant land within urban boundaries and increase real-estate supply. After the 2025 amendment, the annual fee became tiered by priority zone from 2.5% to 10% of land value, and the scope was expanded to include vacant real estate. The fee generally applies to plots exceeding 5,000 m².

After the amended Implementing Regulations, the annual fee is tiered by priority zone: 10% for Tier 1, 7.5% for Tier 2, 5% for Tier 3, 2.5% for Tier 4, and no annual fee for Tier 5. The rate is applied to the land's market value.

Undeveloped (vacant) land designated for residential or commercial use within the urban boundary, exceeding 5,000 square meters. The amended 2025 law also expanded the scope to include vacant real estate.

Multiply the land's market value by the applicable tier rate. If land worth SAR 10 million sits in Tier 1 (10%), the annual fee is SAR 1 million. Enter the area and price per square meter, or the total value directly, into the calculator.

A single white-land plot under 5,000 sqm is usually not subject to the fee, but it may count toward an owner's total holdings if their combined land exceeds the threshold. Check the Ministry platform for your exact case.
