About Qiwa Platform

Qiwa is the unified national platform for labor market services in Saudi Arabia, under the Ministry of Human Resources and Social Development. The platform provides all electronic services related to labor and workers.

Services Provided:
  • Employer services (visa issuance, sponsorship transfer, license renewal)
  • Individual services (job search, CV)
  • Domestic labor services (recruitment, service transfer)
  • Nitaqat program (establishment classification)
  • Wage protection
💡 Important Note: Qiwa platform replaced the old Musaned system and became the unified electronic portal for all Ministry of Human Resources services.

🏢 Employer Services

1️⃣ Work Visa Issuance
Requirements:
  • Registered establishment with Ministry of HR
  • Available visa quota (based on Nitaqat)
  • Pay issuance fees (2000 SAR per visa)
  • No violations on establishment
Issuance Steps:
  1. Log in to qiwa.sa
  2. Select "Electronic Services"
  3. Click on "Issue Work Visas"
  4. Specify number of visas needed
  5. Choose occupation and nationality
  6. Review data and cost
  7. Pay fees (2000 SAR per visa)
  8. Visa issued immediately
  9. Download visa or send to worker
Visa Validity:
  • Regular visa: 3 months from issue date
  • Can be extended: Once for additional 3 months
⚠️ Important: Visa quota depends on establishment's Nitaqat status (Green, Platinum, Yellow, Red).

2️⃣ Work Permit (Iqama) Issuance

After worker arrives in Saudi Arabia on visa, work permit (Iqama) must be issued.

Required Documents:
  • Worker's passport (valid for at least 6 months)
  • Personal photo (4×6)
  • Medical examination report from approved center
  • Worker's fingerprints (at Passport office)
  • Border number (issued upon entry)
Issuance Steps:
  1. Log in to Qiwa
  2. Select "Issue Work Permit"
  3. Enter worker's border number
  4. Attach medical examination
  5. Choose Iqama duration (1 or 2 years)
  6. Pay fees:
    • 600 SAR: 1-year work permit
    • 800 SAR: 2-year work permit
    • + Iqama fees (as per regulations)
  7. Complete fingerprinting at Passport office
  8. Iqama issued within 24 hours
✅ Feature: Iqama can now be printed electronically from Absher platform, no need to visit Passport office.

3️⃣ Worker Service Transfer (Sponsorship Transfer)
Requirements:
  • Current sponsor approval (except in certain cases)
  • Worker completed at least 1 year with current sponsor
  • New establishment has visa quota
  • No violations on worker
Transfer Cases Without Approval:
  • If current establishment is struggling or closed
  • If sponsor didn't pay salary for 3 months
  • After work contract ends
  • In case of mistreatment (with court ruling)
Transfer Steps (With Sponsor Approval):
  1. New employer submits transfer request on Qiwa
  2. Notification sent to current sponsor
  3. Current sponsor approves (within 30 days)
  4. New employer pays transfer fees (2000 SAR)
  5. Worker data updated
  6. Transfer completed immediately
Transfer Steps (Without Approval - Special Cases):
  1. Worker submits transfer request on Qiwa
  2. Attach required documents (per case)
  3. Review within 7 business days
  4. If approved, proceed with new employer
💡 Note: Qiwa platform provides "Tanaqul" program which facilitates service transfer with transparency between employers.

4️⃣ Work Permit Renewal
When to Renew:
  • At least 60 days before Iqama expiry
  • With each Iqama renewal
Requirements:
  • Worker's valid passport
  • New medical examination (every 2 years)
  • Pay renewal fees
  • No violations
Renewal Steps:
  1. Log in to Qiwa
  2. Select "Renew Work Permit"
  3. Choose worker from employee list
  4. Review data
  5. Pay fees:
    • 600 SAR: 1-year renewal
    • 800 SAR: 2-year renewal
  6. Renewal completed immediately
  7. Download new work permit
⚠️ Warning: Delay in work permit renewal may result in fines up to 10,000 SAR.

Nitaqat program is the job localization program for private sector, classifying establishments based on Saudization percentage.

  2. Select "Establishment Nitaqat"
  3. Complete data displayed:
    • Current color
    • Saudization percentage
    • Visa quota
    • Number of employees (Saudis and non-Saudis)
💡 Note: Nitaqat calculated every 3 months. Can improve establishment status anytime by increasing Saudization.
